The 89th Texas Legislative Session gavels in on Tuesday, January 14.
The Texas Legislature meets biennially for 140 days. The
coming session will focus on issues related to local control and
school funding. TREC will closely monitor issues impacting the
commercial real estate industry, particularly land use, taxes, and
housing.

Dallas City Manager Search
On December 12, the Ad
Hoc Committee on Administrative Affairs reviewed the list of four
finalists for the city manager search, which was prepared by Baker
Tilly, the firm managing the search. During the meeting, Baker
Tilly faced criticism for the limited candidate pool, for withholding
the candidate list from councilmembers, and for delays in the hiring
timeline. Chairman Atkins scheduled a follow up meeting for the
afternoon of Monday, December 16. However, a group of three
Councilmembers triggered a preemptive full Council meeting earlier in
the morning that was canceled for lack of a quorum. The afternoon
committee meeting, held mostly in executive session, concluded with
the announcement of a shortlist of candidates to be interviewed
virtually on Monday, December 23.
The final three candidates for Dallas city manager are Kimberly Bizor
Tolbert, interim city manager for Dallas; William Johnson, assistant
city manager in Fort Worth; and Mario Lara, assistant city manager in
Sacramento, California. Community meetings for the public to meet the
candidates are scheduled for January 11-12, with council interviews
on January 13. A tentative schedule projects the new city
manager could start by February 13. View details for the

Parking Reform
In January 2024, ZOAC
approved a draft ordinance to remove parking minimums from
Chapter 51A.
The parking ordinance has been on hold due to the focus on
ForwardDallas, which passed on September 25, 2024. On November
21, CPC was briefed on the proposed ordinance, which included
staff-recommended revisions such as a Transportation Demand Management
Plan (TDMP) and new design standards. TREC expressed reservations
with city staff about additional design standards and the new TDMP. The
CPC has a called a special meeting
on January 16 to continue discussions on the off-street parking and
loading requirements.

Parkland Dedication Ordinance
Dallas adopted its
first parkland dedication ordinance in 2018. Over the last year, city
staff prepared a new ordinance aligned with House Bill 1526 passed in
the 88th Legislative Session. The draft ordinance raises and
consolidates fees, ties future fees to CPI, and improves fund
operations. ZOAC approved the draft ordinance on December 3, and it’s
waiting to be briefed to CPC.
