The Real Estate Council is
actively monitoring issues at the state and local level that impact
the commercial real estate industry and our partners. Our mission is
to build a better city – and public policy is an essential component
of that vision.

TREC congratulates the
newly inaugurated Dallas City Council that was sworn in on June 16.
We welcome new members Maxie Johnson (District 4), Laura Cadena
(District 6), Lorie Blair (District 8), and Bill Roth (District 11),
and applaud the returning incumbents who won reelection. As this new
term begins, TREC stands ready to work together as partners to build
the Dallas we’ve all imagined.
Council will be in recess in July and will return to a busy budget
season this August, with key discussions ahead on public safety
funding, facility maintenance, implementing voter-approved charter
amendments and state laws passed during the 89th Session.

DallasNow Rollout
The launch of DallasNow has initially created significant
challenges in submitting applications and tracking the permitting
process. While technical corrections to the
new land use management software should be finished by the end of the
month for all new projects, the migration of existing projects and
permit applications from the old system to DallasNow has been
cumbersome. TREC is working with staff to log these issues and
address them as quickly as possible. We’ve developed an issues log to
share and track issues with city staff, and we welcome specific,
actionable feedback we can share with City staff to improve
development processes. If you have an ongoing issue that you would
like for us to submit, please email details to Michael Williams. Please consider becoming a member
of the Planning and Development Working Group to help TREC improve
development processes at the city.
Development Code Reform
Dallas is undertaking the first comprehensive rewrite of the
city's Development Code since 1965. On June 12, the City Plan
Commission was briefed on the diagnostic report prepared by the city's consultant,
Camiros, which outlines recommendations to simplify regulations,
support diverse housing, and streamline by-right approvals. TREC has
formed a dedicated sub-working group to engage in the process and
provide feedback directly to the consultant.

TREC tracked more than
350 of the nearly 9,000 bills filed during the 89th Texas
Legislature, which adjourned sine die on June 2. You can read more
about these bills we followed and the new laws that will impact the
commercial real estate industry going forward here.
Gov. Greg Abbott has called for a special session that will begin
July 21, and the only issues up for consideration are those selected
by the governor. The only bill on TREC’s monitor list is SB1253. Vetoed during the
regular session, it would provide impact fee credits for developers
who implement water conservation and reuse measures.
We are grateful to the members of our Public Policy Committee, our
Legislative Bill working group, and TREC Political Action Committee
(PAC) for their advocacy efforts throughout the year.
