After Dallas adopted
parking reform in 2025, an issue emerged with how EV-ready and
EV-capable parking requirements in the Dallas Building Code are
applied. Historically, these requirements were tied to parking
required by code, but a newer interpretation applies them to all
parking provided, significantly increasing costs for many projects.
The City Attorney has indicated that, because the code refers to
total parking spaces and does not distinguish between required and
provided parking, a code amendment is needed for clarity. City staff
and Council are now evaluating potential revisions,
including establishing a cap on EV-capable spaces, and TREC is
engaged in ongoing discussions to mitigate cost impacts while
supporting practical EV infrastructure deployment.

Passage of the PD 193
Construction Parking Ordinance
City Council members adopted the PD 193 Construction Parking
Ordinance at its January 14 meeting following more than a year of discussion
with TREC and other stakeholders. The ordinance applies only to PD
193 and requires large construction projects — those exceeding
200,000 square feet and lasting more than one year — to submit an
off-street construction parking plan as part of the permitting
process. TREC will continue monitoring implementation and provide
information on how to comply with the new ordinance.
Kay Bailey Hutchison
Convention Center
City Council members received a briefing on the Kay Bailey
Hutchison Convention Center renovation that introduced updated design
concepts, the overall project budget, financing, and schedule. Staff
noted that design refinements have narrowed the projected
construction cost range and that pre-enabling and enabling work is
already underway. The presentation reviewed the use of the previously
approved bridge loan and discussed the anticipated project completion
timeline, while highlighting significant risks related to utilities,
permitting, coordination, and overall delivery. Council members
raised questions about funding certainty and timing, and staff
emphasized the need for continued updates and coordination to support
the broader vision for the surrounding area.
