90th Texas Legislature Preparation
|
|
|
|
Later this summer, TREC
PAC members will meet with candidates running for the Texas
Legislature to help inform endorsements and contributions ahead of
the November general election. We need your help ensuring TREC can
accurately represent our membership in those conversations. Please
update your home address in Community Hub so
we can identify which legislative districts our members live in and
provide accurate demographic and membership information when meeting
with elected officials and candidates.
TREC is already
preparing for the 90th Texas Legislature, including policy
discussions around housing affordability, land use, permitting,
development processes, infrastructure, economic development, and
other issues that directly affect our members and the broader
commercial real estate industry. Accurate member information
strengthens our ability to advocate effectively on behalf of the
industry.

Opportunity Zones 2.0
On April 6, the Economic Development Committee was briefed on Opportunity Zones 2.0, a reauthorized federal economic
development program that allows governors to nominate eligible census
tracts for new 10-year federal Opportunity Zone designations. TREC
submitted a letter encouraging the City to prioritize
tracts where OZ designation can help close a feasibility gap, support
shovel-ready projects, leverage existing infrastructure and public
investments, and attract private capital to areas with strong
redevelopment potential, including Downtown, the Cedars/Convention
Center area, South Dallas/Expo Park, Fair Park, and Mill City. Staff
briefed the Committee again on June 1 about the 42 census tracts that met these parameters and that they
intend to submit to Governor Abbott for consideration before the late
June deadline.

Dallas City Hall
Dallas City Council members continued evaluating the future of
City Hall on May 20, discussing whether the building
can realistically be repaired while occupied, how disruptive the work
would be, and whether current cost estimates fully account for
technology, life safety, accessibility, and operational impacts. The
consultant panel indicated that repairs may be possible through
careful phasing, temporary relocations, and
additional planning, but more analysis is needed before Council can
fully compare options. A second briefing was held on June 3, and the consultant team returned
with more detailed cost analysis and preliminary estimates for repair
and phasing options.
TREC has closely monitored the public briefings, reviewed the
comprehensive facilities assessments and data-driven cost estimates
provided by experts, and supports the redevelopment of the current City
Hall site as a transformational economic development opportunity for
downtown Dallas.
A planned June 10 City Council vote to consider four agenda items
that would decide the future of City Hall was postponed by a temporary restraining
order brought on by a lawsuit by three council members. TREC Is
continuing to monitor the issue closely because any decision could
have major implications for the
future of downtown and the urban core.
Meanwhile, the Dallas Mavericks announced plans to secure over
100 acres at Valley View as the site of a
potential future arena. Following the Mavericks' announcement, the
Dallas Stars announced they are pursuing a mixed-use arena near
the Shops at Willow Bend in Plano.
Primary Runoff Election
Results
On May 26, primary voters selected nominees in several
high-profile runoff races across North Texas and statewide. In the
closely watched Republican U.S. Senate primary, Texas Attorney
General Ken Paxton defeated incumbent U.S. Sen. John Cornyn and will
face Democrat State Rep. James Talarico in November. In North Texas,
former Congressman Colin Allred defeated incumbent U.S. Rep. Julie
Johnson in Congressional District 33, while in South Dallas,
incumbent state Rep. Venton Jones won his runoff against Amanda
Richardson in House District 100. TREC PAC will meet with candidates
and consider endorsements and contributions in state legislative
races later this summer.

Legislative Bill Working
Group
TREC’s Legislative Bill Working Group will begin meeting later
this year to review filed legislation, evaluate potential impacts,
and help guide TREC’s advocacy priorities throughout session. Member
