During her 21-year tenure with the City of Dallas, Tolbert has cultivated meaningful relationships with leaders representing constituencies across the city, and her recent leadership as interim city manager further demonstrated a pragmatic and proactive approach to governance.

Acknowledging the concerns of industry stakeholders, she implemented significant reforms to streamline procedures. By combining the departments that oversee permitting and planning, Tolbert realigned procedural steps and enhanced institutional knowledge to create greater efficiencies in these important city functions.

Tolbert’s attention to development services issues and establishment of a problem-solving, collaborative culture with external stakeholders has been, and will continue to be, critical to maintaining Dallas’ competitiveness in regional and national real estate markets and fostering continued growth in the city’s leading industries.
