As City Manager of the ninth largest city in the country, Tolbert oversees a $5.2 billion budget and 13,000-member Dallas city staff.  Tolbert was appointed Dallas City Manager on January 22, 2025, after serving as Interim City Manager since May 2024. Within her first 45 days on the job, she led a citywide realignment effort that resulted in $13 million in savings and enhanced cross-departmental collaboration. She was named to the Dallas Business Journal’s Texas 100 list of “Influential Pros to Know” in 2025.
