This episode of TRECcast is a replay of our May 15 Bank of Texas Speaker Series, which featured an in-depth conversation with Dallas City Manager Kimberly Bizor Tolbert!
As Dallas City Manager, she oversees a $5.2 billion budget and 13,000-member city staff. She is the first African-American woman to serve as Dallas City Manager and the only woman to lead a top-10 city in the United States with a council-manager form of government.
Kim was appointed Dallas City Manager on January 22, 2025, after serving as Interim City Manager since May 2024. She was recently named to the Dallas Business Journal’s 2025 Texas 100 list of “Influential Pros to Know.”
