Widely recognized for her visionary leadership and ability to get things done, Marshall is the recipient of several honors and awards, including the 2024 Junior Achievement Dallas Business Hall of Fame Laureate award and the 2022 Dallas Holocaust and Human Rights Museum Hope for Humanity award. In 2021, Forbes named her one of 15 of the world’s most inspiring female leaders.

    Join us on May 15 for a special conversation with Dallas' new city manager, Kimberly Bizor Tolbert.

    As City Manager of the ninth largest city in the country, Tolbert oversees a $5.2 billion budget and 13,000-member Dallas city staff. She is the first African American female to serve as Dallas City Manager and the only woman to lead a top-10 city in the United States with a council-manager form of government.

    Tolbert was appointed Dallas City Manager on January 22, 2025, after serving as Interim City Manager since May 2024. Within her first 45 days on the job, she led a citywide realignment effort that resulted in $13 million in savings and enhanced cross-departmental collaboration.

    A Texas native who has lived in North Texas for more than 40 years, Tolbert previously served as Deputy City Manager and Chief of Staff. She was named to the Dallas Business Journal’s Texas 100 list of “Influential Pros to Know” in 2025.
